Bissa Youth Warn Laadi Over Alleged Victimisation

THE Bissa Youth Association in the Pusiga District of the Upper East Region has accused some political actors of allegedly using their influence to victimise and undermine professionals from the community.

The association has particularly raised concerns over alleged attempts to remove Lawyer Alhaji Shaibu Musah Gutare, Procurement Officer of the Ghana Revenue Authority (GRA), and Dr. Halidu Musah, Principal of Gbewaa College of Education, from their respective positions.

In a strongly-worded statement issued on August 21, 2026, the group appealed to Hon. Hajia Laadi Ayamba Ayii, who serves on the GRA Board, to desist from any alleged action or influence aimed at undermining Bissa professionals.

The association, however, stressed that the allegations were yet to be independently established and called for credible investigations to determine the facts.

According to the group, the Bissa community had for years offered political support and goodwill to Hajia Laadi, with chiefs, elders, youth and ordinary residents actively supporting her political activities.

It said such support should not be interpreted as permission to target or victimise members of the community who had attained professional and institutional positions.

GRA CASE

The association alleged that there had been attempts to influence the removal of Lawyer Gutare from his position at the GRA.

It further alleged that Hajia Laadi’s name had been mentioned in connection with developments surrounding the officer’s position, including claims of pressure within the governance structures of the revenue authority.

The youth association called on the GRA and other relevant authorities to establish the truth through an independent process.

“If Lawyer Gutare has committed any wrongdoing, the appropriate disciplinary and legal processes should be allowed to take their course,” the group stated.

It added that if no offence had been committed to warrant his removal, “no political actor—however powerful—should be permitted to manufacture circumstances designed to destroy his professional career.”

HALIDU MUSAH

The association also expressed concern over alleged moves to remove Dr. Halidu Musah as Principal of Gbewaa College of Education.

It alleged that several individuals, including Bilson Dramani Abdulai, Listowell Aditwin Akolgo, Madam Appiah Mariama, Alhassan Akudugu Mbawin and Chief Martin Atiigah, among others, had been involved in efforts to secure his removal.

The association emphasised that the allegations must be properly investigated and either established or disproved.

It claimed that political manipulation, misinformation, disputed petitions and attempts to mobilise political influence were being used against the principal.

The group warned that the college must not become a platform for settling political or personal scores.

“Gbewaa College of Education must not become a battlefield for political vendettas,” it stated.

‘DON’T TARGET OUR PEOPLE’

The Bissa Youth Association said it was not demanding preferential treatment for Bissa professionals but was only seeking fairness and protection for members of the community who had risen to positions of responsibility.

It cautioned political actors against allegedly using public office or political influence to settle personal scores.

“Political disagreement must not become professional destruction. Personal rivalry must not become institutional victimisation. Political ambition must not become a weapon against fellow citizens,” the statement said.

The association directly appealed to Hajia Laadi to desist from any alleged lobbying, mobilisation or political activity intended to undermine Bissa professionals or development-oriented leaders.

It said any genuine concerns about the conduct of the affected individuals should be reported to the appropriate institutions for investigation.

WILL RESIST

The group said it would continue to pursue peace but warned that peace should not be interpreted as surrender.

It indicated that if the alleged activities continued, the community would pursue all lawful avenues available to it, including petitions to state institutions, requests for investigations, engagement with Parliament and oversight bodies, lawful demonstrations, traditional consultations and media engagements.

The association stressed that its position was not a threat of violence but a commitment to democratic action.

“We choose peace. We choose dialogue. We choose development. But we also choose dignity, justice and the protection of our people,” it stated.

The group also challenged all persons involved in the matters to produce evidence of alleged misconduct against Lawyer Gutare and Dr. Musah.

It said where evidence existed, due process should be followed, but warned against the use of rumours, misinformation and political manipulation to destroy people’s careers.
