PAC Cracks Down on Aowin Officials Over GH¢50,000 Audit Breaches

The Public Accounts Committee (PAC) has ordered the Aowin District Coordinating Director, Fu-Ad Abdulai, together with finance officers of the Assembly, to refund over GH¢50,000 after failing to justify expenditures captured in the 2024 Auditor-General’s Report.
The amount is to be paid into the recovery accounts of the Auditor-General’s Department within 30 days.
The directive was issued during the Committee’s ongoing public hearings in Kumasi on Monday, April 20, 2026.
PAC said the officials could not produce key financial records to support several transactions. Among the infractions was an amount of GH¢12,090 in rent that could not be recovered from 28 occupants between January 2023 and 2024 due to absence of payment vouchers.
An additional GH¢16,060 also remained unsupported, while GH¢6,700 spent on fuel and GH¢19,000 on rent were not properly accounted for during the audit inspection.
Chairperson of the Committee, Abena Osei-Asare, who is also Member of Parliament for Atiwa East, directed the officials to refund the monies without delay, stressing the need for strict financial discipline in the use of public funds.
The Kumasi sittings are part of PAC’s nationwide hearings into the 2024 Auditor-General’s Report, with a focus on financial irregularities in District Assemblies and public schools.
The exercise—being held in the Ashanti Region for the first time—has drawn participation from Metropolitan, Municipal and District Chief Executives (MMDCEs) across Ashanti, Bono, Bono East, Western North and Ahafo regions.
Officials from various MMDAs, heads of schools and representatives of the Ghana Audit Service are appearing before the Committee to respond to audit queries and account for discrepancies.
The hearings are expected to lead to the recovery of misapplied public funds and reinforce accountability across public institutions.
